Choose the route that fits the company’s real transactions, not the emirate with the most attractive headline package. Dubai and Abu Dhabi each contain mainland and free-zone options. The decisive comparison is therefore between specific authorities, activities and operating models—not two city names. Test customers, regulated approvals, premises, staff, logistics, banking evidence and renewal cost before reserving a name.
Dubai’s official setup portal separates mainland formation, administered by the Department of Economy and Tourism, from free-zone routes. The Abu Dhabi Department of Economic Development likewise starts with activity and legal form, then tests trade name, initial approval, constitutional documents, premises and additional approvals before the final economic licence.
First separate three decisions
Founders often combine three different choices:
- Dubai or Abu Dhabi as the operational base;
- mainland or a particular free zone;
- the exact registrar, activity, licence and legal form.
The first does not answer the other two. A Dubai free-zone company, a Dubai mainland LLC, an Abu Dhabi mainland LLC and an ADGM entity may differ more from each other than the headline emirate comparison suggests.
Where will the company actually perform its contracts?
Map the operating facts before comparing packages:
- where customers and contracting counterparties are located;
- where staff, management, inventory and equipment will sit;
- whether customers visit a physical location;
- whether goods are imported, stored or delivered;
- whether the company bids for work with a government or regulated entity;
- whether another authority must approve the owners, managers, product or premises.
Dubai’s official portal describes mainland and free-zone setup as separate routes. ADDED’s current guide says the activity determines the licence category and identifies additional approvals and compliant premises as possible steps. Neither official route supports choosing solely by a generic sector label.
Compare the exact authority, not an advertised starting price
A defensible quote should identify:

Formation-agent tables usually compare different inclusions. A low first-year number can omit premises, immigration, external approval, professional work or renewal. We do not publish a universal Dubai-versus-Abu Dhabi saving because the official routes do not provide one.
Test regulated and government-facing work early
If the business touches finance, health, education, transport, tourism, engineering, energy, food, telecommunications or another supervised field, the commercial licence may be only one layer. Identify the sector authority and sequence before selecting a registrar.
The same applies where revenue depends on a particular government or large institutional counterparty. Procurement eligibility, local presence, premises, classification and contract requirements should be checked against the actual tender or counterparty policy rather than assumed from the emirate name.
Banking follows the operating story
Banks make their own onboarding decision. The licence, website, contracts, expected flows, source of capital, management location and group structure should tell the same story. Registering in one emirate does not guarantee an account there, and a premium licence does not replace customer due diligence.

A practical selection matrix
Score each viable route against the same evidence:
- exact activities accepted;
- legal form and ownership fit;
- customer and delivery geography;
- sector and counterparty approvals;
- premises and immigration capacity;
- customs and logistics needs;
- banking and payment evidence;
- tax and accounting consequences;
- first-year and recurring total cost;
- amendment, migration and exit route.
Reject any route that fails a mandatory item even if its licence fee is lower. Compare the remaining routes using current written quotes with matching inclusions.

Is Dubai always more expensive than Abu Dhabi?
There is no reliable universal percentage. Cost depends on the exact authority, activity, premises, visas, external approvals and renewal package.
Is Dubai always better for trading and technology?
No. Sector ecosystem can matter, but the licence and operating route must be tested against the particular product, customers, logistics and approvals.
Can I live in Dubai and register the company in Abu Dhabi?
Residence and company registration are separate questions, but the company still needs a credible operating location and must comply with its authority, premises and immigration conditions.
Does an Abu Dhabi licence allow work in Dubai?
Do not assume blanket permission. Analyse how and where the activity is performed, the licence conditions, premises and any additional local or sector requirement.
Which emirate is better for a government contract?
Check the actual procurement rules, tender conditions and required local presence. The answer cannot be inferred from a general business-setup page.
Should I choose the cheapest free zone in either emirate?
Only after confirming that its activities, operating permissions, premises, visas, banking evidence and renewal terms match the business.
