Portuguese citizenship for services to the State
Article 6(9) of Portugal's nationality law lets the Government grant citizenship to foreigners who have rendered, or are called to render, relevant services to the State. Citizenship by residence, marriage or ancestry follows other rules.

When you need Portuguese citizenship for services to the State

No ten-year wait
Years of legal residence, marriage and Portuguese ancestry lead to citizenship elsewhere in the law. This page covers one ground: relevant services to the State.
You have served Portugal or been asked to
The rule covers services already rendered and services a foreigner is called to render. Either way, a Portuguese department has to document them.
No language exam
This ground waives the residence period and the language and culture test.
You want to keep your current citizenship
Portuguese law does not ask you to give it up. Your home country's law decides whether it keeps you as a citizen.
What Portuguese citizenship for services to the State requires

Article 6(9) of the Nationality Law, in the version in force since 19 May 2026, says the Government “may grant” citizenship to foreigners “who have rendered or are called to render relevant services to the Portuguese State”. The decision belongs to the Minister of Justice.
What this ground waives
- Legal residence: seven years for European Union nationals and nationals of countries where Portuguese is an official language, ten for others
- A test or certificate in Portuguese language, culture, history and national symbols
What still applies
- Adult age under Portuguese law
- No final, actual prison sentence over three years for the listed serious crimes
- No threat to national security or defence
- No restrictive measures of the United Nations or the European Union

Stages of work
Documenting the services
We will pin down the service itself, past or promised, and identify the department whose field it falls in. Its document is the core of the file.
Assembling the application
Birth certificate and criminal record certificates from Portugal, your country of birth, your country of nationality and every country you have lived in since the age of criminal responsibility, with translations.
Initial review — 30 days
The Central Registry Office checks the file and, if it finds grounds for rejection at this stage, gives you 30 days to respond. The file should go in complete.
Security checks and opinion
The police and migration authorities report, within 30 days unless extended; an opinion on the conditions follows within 45. If it is negative, you have 30 days to answer, and we will draft that answer.
Minister's decision
The file then goes to the Minister of Justice, who takes the decision.
Registration, then the family
A positive decision is registered automatically, and you are Portuguese from that date. Minor children, and adult children who lack legal capacity, can then acquire it by declaration; a spouse follows the marriage rule.

FAQ
No residence period applies on this ground. Ordinary naturalisation asks for seven years of legal residence for nationals of the European Union and of countries where Portuguese is an official language, and ten for everyone else. Article 6(9) waives that condition. The other conditions stay, including criminal record certificates from Portugal and every country you have lived in since the age of criminal responsibility. Whatever residence you choose afterwards is a separate matter from the citizenship file.
No. The test or certificate of Portuguese language, culture, history and national symbols is not required on this ground — Article 6(9) waives that condition.
The regulation sets deadlines for the stages: 30 days for the initial review, 30 days for the police and migration reports unless extended by up to 60, 45 days for the opinion and 30 days for your reply if it is negative. The timing depends a great deal on how complete the documents are: a full file, filed once, moves through the stages fastest. A positive decision is then registered, and from that date you are Portuguese.
Not through this ground: Article 6(9) applies to each person individually, one file at a time. Once you are Portuguese, minor children, and adult children who lack legal capacity, can acquire citizenship by declaration. A spouse acquires it by declaration under the marriage rule, which requires a marriage of more than three years to a Portuguese national. Each family member files separately. Other adult children are not covered and need a route of their own.
It does not. None of the conditions for naturalisation asks you to renounce another citizenship, and the law expressly deals with people who hold two or more, treating only the Portuguese one as relevant under Portuguese law. Holding another citizenship is not itself a ground for losing the Portuguese one: the law ties that loss to your own declaration. Whether your present country keeps you as its citizen depends on its law, and we check that first, before anything is filed.
We prepare the application the way it is accepted. The outcome depends a great deal on the document set and on your profile, so we start by assessing that profile: which service to the State the case can rest on, and which department can document it. We then assemble the documents, file a complete application, answer the authorities and carry the file through to registration. The decision itself is the Minister of Justice’s.
