Overview
Blue Residence is a renewable ten-year UAE residence without a local sponsor for specified people with exceptional contributions to environmental protection, energy, sustainability or climate-related fields. The programme launched in 2024 and permits self-application or nomination, but the evidence test changes by category.
An environmental job title is not enough. The file must connect the applicant to one of the published categories and prove the type, scale and recognition of the contribution using the evidence relevant to that category.
Implementation belongs with the existing UAE residence and Emirates ID service. This guide does not create or promise a separate Blue Residence service.

The matrix is a routing tool. The ICP Blue Residency page contains detailed sub-tests and document examples. The applicant should use the current category wording and application fields rather than combining the easiest elements from several categories.
What does “exceptional contribution” mean?
The official framework is evidence-led. It looks beyond a professional label to external recognition, measurable work and the applicant's actual role. Depending on category, useful evidence may include:
- official membership and accreditation records;
- recommendations from recognised experts or institutions;
- awards and proof of the awarding body's status;
- scientific publications, citations, reports and completed projects;
- environmental investment, capital, audited financials and approvals;
- patents, invention details, prototypes and evidence of added value;
- employment contracts, job descriptions, experience and employer nomination.
The file should explain what the applicant did, what changed because of it, who recognised the result and how each document proves that chain. A collection of certificates without a category narrative can still leave the central test unanswered.
Self-application or nomination?
ICP publishes both channels.
Self-application is suitable where the applicant can identify a category and produce the required evidence directly. It does not reduce the substantive test.
Nomination is relevant where the published category or evidence route relies on a competent authority, employer, organisation or recognised body. A nomination supports the file but is not the same as final residence approval.
Before filing, identify:
- the exact category and sub-test;
- whether a named recommendation, approval or nomination is required;
- which authority or institution is competent to issue it;
- whether the evidence is current, signed and verifiable;
- whether translation, authentication or certified copies are needed; and
- whether the applicant is inside or outside the UAE.
General documents and conditions
ICP currently names the following mandatory documents for all applicants:
- a passport valid for at least six months;
- a recent personal photograph;
- valid health insurance covering the UAE stay; and
- medical fitness.
The programme also states continuing financial capability, valid insurance for the holder and family, and continued compliance with eligibility conditions. These are maintenance duties, not merely application-day documents.
Category evidence sits on top of the general documents. A passport-and-CV submission is therefore incomplete even if the applicant works in the environmental sector.
Application sequence
- Classify the contribution. Map the actual work to one published category and reject categories that fit only by job title.
- Build the evidence table. For every criterion, identify the primary document, issuer, date and verification method.
- Resolve nomination or approval. Obtain the named institutional evidence before relying on it in the application.
- Check general residence documents. Passport, photograph, insurance and medical requirements must be current.
- Submit through the applicable ICP channel. Use self-application or nomination as the facts require.
- Respond to verification. Keep originals, certified copies, contact points and explanations ready for follow-up.
- Complete residence and Emirates ID steps. Follow the linked identity, medical and immigration process.
- Maintain the category. Track insurance, underlying eligibility, family status, renewals and material changes.
The official page lists online submission, form completion, payment, review and approval. It does not support a universal guaranteed approval time for every evidence-heavy category.
What term and family position are published?
ICP describes Blue Residence as ten years, renewable and without a sponsor inside the UAE. It also publishes:
- residence for a spouse, children regardless of age and parents for ten years, renewable;
- sponsorship of domestic workers;
- a multiple-entry visa valid for six months, renewable for a similar period, to complete residence procedures;
- continued residence for dependants for the full term if the primary holder dies; and
- a route for an existing Golden holder who also meets Blue criteria to apply to convert.
Each dependant still needs the applicable identity, relationship, health and application evidence. The benefit description does not mean family members appear automatically on the principal's approval.

An applicant may fit more than one route. The decision should compare evidence strength, sponsor position, work permission, family, duration and maintenance rather than choosing the longest label. The UAE residence-route comparison provides the broader map.
Does Blue Residence authorise work or business?
Residence and permission to perform an activity are separate. Blue status does not replace:
- a work permit for employment covered by UAE labour rules;
- a commercial or professional licence;
- sector approval for regulated environmental, energy or technical work;
- corporate, tax, data or product compliance; or
- the bank's own KYC and risk decision.
An investor or entrepreneur category can recognise the applicant's contribution, but the operating company must still hold the correct permissions.
Fees and processing time
The official Blue overview should be paired with the live application card and payment screen for the applicant's category. This guide does not publish one all-in price because residence, Emirates ID, medical, insurance, entry, delivery, translation, authentication and service-centre lines may sit in different services.
Likewise, the page does not promise a fixed approval time. A category requiring institutional accreditation, nomination, research verification, investment evidence or patent review may not behave like a routine residence file.
What happens after issuance?
The holder should retain:
- the issued category and electronic residence record;
- the evidence and approvals on which the category was based;
- insurance and medical records;
- Emirates ID and family linkage records;
- material correspondence with ICP or nominating bodies; and
- a calendar for renewal and changes.
A change in employer, project, investment, institutional role or evidence should be reviewed if it affects continued eligibility. A ten-year term does not mean that the underlying conditions can be ignored for ten years.
ICP's current over-six-month return-permit card lists Blue holders among categories able to enter while their residence remains valid without using that federal permit. Current validity and issuing authority should still be checked before extended travel.
Frequently asked questions
When was Blue Residence launched?
The official ICP page states that the programme launched in 2024. Claims that direct applications first opened in April 2026 are not supported by that source.
Is Blue Residence valid for ten years?
Yes. ICP describes it as a ten-year renewable residence without a sponsor in the UAE.
Do I need a nomination?
Not in every case. ICP publishes self-application and nomination channels. The category may nevertheless require a recommendation, approval, employer nomination or evidence from a competent body.
Does a sustainability job qualify automatically?
No. The official framework requires category-specific evidence of exceptional contribution, investment, innovation, research, recognition or specialist nomination.
Can a Golden Residence holder switch to Blue?
ICP states that an existing Golden holder who meets the Blue eligibility criteria may apply to convert. Existing Golden status does not replace the Blue evidence test.
Can I sponsor my family?
ICP publishes ten-year renewable residence benefits for a spouse, children regardless of age and parents. Each family member still follows the applicable dependant process.
Can I work on Blue Residence?
The residence status does not remove separate employment, professional, commercial or sector-permission requirements.
What does Blue Residence cost?
Use the live ICP application and linked residence/identity service cards for the actual category and applicant. A single all-in figure would hide separate medical, ID, insurance and document costs.
